Rachel accepted that without defending herself.

Then she handed me a sealed drive.

"This is why I waited."

It contained communications from Kessler showing Stephen planned to use the duplicate foundation account to finance political bribes, private surveillance, and intimidation. Victor knew most of it. He did not know one part.

Stephen had created a contingency plan to blame everything on Victor if the scheme was exposed.

"So Victor is guilty," June said, "but Stephen planned to bury him too."

"Yes."

One email mentioned a reserve account called HARBOR.

Nolan traced it.

Source: years of stolen wages, padded freight invoices, and fake employee benefits.

June stared at the number.

"How many people missed rent for that?"

No one answered.
